在对国家科技计划评估现状分析的基础上,借鉴美国、欧盟和日本科技计划评估经验,提出了＂一二五＂的评估模式,并在评估组织、评估内容和评估结果运用方面进行了初步思考,以期对国家科技计划评估工作有所借鉴。
