Abstract：
作为国家发展战略的顶层设计之一，信息化被提升至前所未有的高度，同时也强烈地呼唤着教育信息化的发展和教育的改革与创新。在推进京津冀协同发展的进程中，“如何激活教育信息化的创新动力”成为高校教育信息化建设面临的重要问题，亟待在实践中不断探索并寻求突破。
