Abstract：
科技创新政策对国家科技创新事业发展具有至关重要的作用。科技创新政策作为管理学与政策学的交叉领域，其运行系统也极为复杂。从政策制定、实施、评估3个阶段动态分析我国科技创新政策的复杂性特征，并从复杂性政策的研究范式入手，阐述不同仿真方法在科技创新政策领域的运用。最后，总结了将复杂理论引入科技创新政策领域的价值和意义，在对政策仿真方法作出评价的基础上，提出了未来政策仿真研究展望。
