欧盟在2007年的《欧盟智慧城市报告》中率先提出智慧城市(Smart City)的创新构想.2009年,IBM首次提出“智慧地球”的概念,温总理在北京科技大会的报告中提出了“物联网”、 “智慧中国”与智慧城市密切相关的概念,标志着智慧城市的研究引起国家层面的重视.2010年开始,智慧城市研讨和建设在中国全面展开.
