中国正处于工业化的中期阶段,工业部门,尤其是高耗能的工业部门仍是拉动经济和能源消耗的主体。虽然我国正在努力进行产业结构调整,但是由于工业化的发展阶段难以逾越,因此产业结构仍是影响能源消费的最主要因素。
