Abstract：
为保障城乡一体化进程中的防灾安全,从灾害系统论角度出发,剖析了我国城乡建设防灾减灾所面临的挑战.同时,在总结近几年典型城乡灾害启示基础上,探讨了城乡建设防灾减灾基本对策,提出以灾害风险理论为基础,将防灾规划、工程防御、预警处置和救灾恢复为支撑点的城乡防灾减灾体系框架.
