本文就当前低碳经济的国际国内背景和低碳经济本质进行了分析,并通过对北京市近年社会经济能源发展的战略、现状进行描述,结合北京市提出的＂人文北京、科技北京、绿色北京＂和世界城市的战略,提出了北京市发展低碳经济的立足点和相关政策建议.
