Abstract：
以保障城市在巨灾、大灾、中灾情况下的城市防灾功能和居民生命安全为前提,重点研究了城市防灾对城市规划和建设的限制性条件,合理规划城市防灾安全空间架构和布局,规划防灾基础设施和城区防灾建设要求。本文最后在对徐州市地震环境和规划要素分析的基础上,从防灾减灾功能性角度探讨了徐州市抗震防灾空间的布局。
