一、1992年以来我国财政政策的演进及其主要变化
1992年至今，我国相继实行了适度从紧的财政政策（1993-1996年）、积极的财政政策（1998-2003年）、稳健的财政政策（2004年试行、2005年开始正式实行至今）。十多年间，我国财政政策实践发生了诸多变化，彰显我国政府宏观调控艺术和执政能力的不断提高。
