将淮河与泰晤士河的水治理过程进行较为详细的对比分析,主要从两流域的自然特性,污染程度,治理阶段,治理措施和投资的角度分析原因,总结经验教训,并借鉴泰晤士河的治理经验,针对性地提出治淮建议,期望对＂十一五＂及后续的治淮工作有所贡献。
