Abstract：
小城镇是城镇防灾体系中的薄弱环节,随着我国城镇化发展速度的加快,引起了政府和学者的广泛重视[1～4],在国家科委＂十五＂重大攻关项目＂小城镇规划标准体系＂研究中,提出了针对小城镇防灾减灾工程规划标准的研究和制定工作.
