农民工是社会上的弱势群体,社会保障不论从哪种理论来讲,都应该覆盖这一群体,但事实恰恰相反。原因何在?文章试从保障体制、保障观念和对人力资本的错误认识方面展开分析,探求阻碍农民工社会保障到位的根本原因之所在。
