交通基础设施建设和适当的制度安排这两项因素与经济发展有着密切的关系.＂要想富,先修路＂虽然反映了交通基础设施建设对经济发展的重要性,但仅仅有路是不够的,适当的制度安排对经济社会发展同样具有决定性的作用.
