Abstract：
本文从理论角度探讨了道路交通安全法规的科学体系,分析、比较了中外道路交通安全法规的发展历程,并从中提炼了可供借鉴的一般原则;在此基础上,分析了我国道路交通安全法规体系建设中存在的主要问题和原因,并提出了几点建议.
