＜正＞ 在我国用人制度中,重知识轻能力,重学历证书轻职业资格证书之风甚盛。因而在社会上形成＂千军万马闯高考关＂、＂百计千方奔高学历＂的现象。影响到学校教育中,应试教育屡禁不止,素质教育举步维艰。大学毕业生愿去领导机关、大公司和研究单位,不愿去基层单位干实际工作的现象很普遍,致使许多地方有好设计、好设备但出不了好产品。
