With　the　development　of　Distributed　Artificial　Intelligence,　action　reasoning　is　attracting　increasing　attention.　There　are　three　famous　puzzles　in　traditional　action　reasoning:　the　frame　problem,　the　qualification　problem　and　the　ramification　problem.　The　ramification　problem　attracts　more　attention　from　researchers.　This　paper　which　based　on　security　incidents　of　coal-mine　presents　several　methods　to　solve　the　ramification　problem　of　action　reasoning.　In　the　paper　author　proposed　case-based　reasoning　to　action　reasoning　and　put　forward　the　mixed　reasoning　method.
