Industry　clusters　are　divided　into　spontaneous　cluster　and　transplanted　cluster　with　their　different　origination.　The　government＇s　leading　role　and　participation　always　play　a　very　important　role　to　transplanted　cluster＇s　growth　and　the　domestic　scholars＇　researches　also　focus　on　the　positive　effects　of　the　government＇s　function.　This　paper　analyses　the　positive　effects　and　negative　effects　of　the　government＇s　function　to　transplanted　cluster　and　points　out　the　limitations　of　the　industry　cluster　leaded　by　the　government　in　many　aspects　including　the　system,　labor　cost,　environment　and　energy　restriction.　In　conclusion,　this　paper　proves　emphatically　that　the　government＇s　deeply　intervention　to　the　cluster　is　the　reason　why　the　structures　unbalance　and　resources　waste　occur　to　the　transplanted　cluster.
