道路拥挤收费是一种交通需求管理的有效措施.真正意义上在城市道路范围大规模成功实施拥挤收费的只有伦敦、新加坡和斯德哥尔摩.我国进行拥挤收费在技术可行性、基础设施支持和社会环境保障方面已经具备条件.
