In　order　to　solve　the　problems　in　the　building　way　of　the　E-government　software,　focuses　on　the　building　way　of　the　E-government　software　and　provides　a　new　approach　of　the　government　software　development　on　the　basis　of　metadata　management.　The　E-government　software　developed　with　this　method　have　good　expansibility,　re-engineering　and　high　design　reusability,　and　it　can　be　effectual　when　dealing　with　the　sudden　changing　of　government　department＇s　business　logic.
