Abstract：

In　order　to　develop　the　Web-MoniService　(Web　based　monitoring　and　service　system)　efficiently　and　effectively,　the　s　propose　a　method　of　constructing　an　integrated　Web　application　develop　platform.　Based　on　J2EE　and　XML,　the　Web　application　develop　platform　is　realized.　The　Web　application　develop　platform　which　consists　of　a　series　of　Java　packages　is　encapsulated　based　on　JDK1.4/Servlet2.0　and　JSP2.2,　and　can　be　applied　to　all　the　process　of　Web　project　ranging　from　designing　to　publishing.　Finally　the　application　of　the　platform　in　Web-MoniService　is　presented.
