With　the　introduction　and　implementation　of　many　policies　about　the　integration　of　Beijing　Tianjin　Hebei　collaborative　development,　Hebei　province　meets　an　unprecedented　development　opportunities.　In　the　same　time,　the　local　university　management　colleges　(department)　in　Hebei　province　have　brought　a　major　change　in　the　strategic　environment　of　competition.　In　order　to　analyze　this　change,　this　paper　adopted　Michael　Porter＇s　five-power　model　analysis　method,　analyzes　the　current　competitors,　demand　side　and　supply　side,　potential　competitors　and　alternatives,　summarizes　the　influence　of　this　strategy.　Thus　this　paper　will　provides　a　reference　for　the　formulation　of　strategy　of　the　local　university　management　college　(department)　in　Hebei　province.　©　2016　IEEE.
