Achieving　goals　of　better　integrated　and　responsive　e-business　services　requires　moving　away　from　stand　alone　applications　toward　more　comprehensive,　integrated　architectures.　But　there　is　mounting　pressure　to　move　from　disparate　systems　operating　in　Parallel　toward　a　shared　architecture　designed　to　support　information　exchange　and　cross-agency　business　processes.　The　paper　presents　a　designing　approach　based　on　SOA　and　the　main　technology　of　implementing　SOA　by　web　services.　SOA　is　a　methodology　to　build　and　manage　IT　system　and　business　processes.　It　supports　information　sharing　and　integration　of　business　processes.　In　this　way　SOA　can　achieve　the　integration　of　applications　in　new　generation　e-business.
