Abstract：

Making　and　implementing　the　urban　earthquake　disaster　prevention　plans　are　one　of　the　effective　measures　to　enhance　the　integrated　earthquake　resistant　capability.　In　this　paper,　the　urban　earthquake　dicaster　prevention　plans　is　reviewed　in　china,　and　is　introduced　in　Japan　and　America.　The　effect　of　the　urban　earthquake　disaster　prevention　plan　has　been　proved　in　the　Lijiang　Earthuake　in　1996.　At　last,　the　defects　of　the　urban　earthquake　disaster　prevention　plans　are　discussed,　and　some　suggestions　for　future　research　are　presented.
