Abstract:
The application of Optical Fiber Composite Low-voltage Cable (OPLC) technology provides a new solution of constructing low-cost and widely-covered urban power distribution information and communication network for SGCC. In view of the application status of OPLC, the traditional fiber and cable project benefit evaluation system can not be applied to OPLC project, and it is urgent to re-establish a set of index evaluation system. Based on different stakeholders: the supply side, the client side and the social layer, the nine indicators of reliability, flexibility, informatization, saving, service integration, green life, economic benefit, cultural efficiency and environmental benefit are quantified. Based on the complexity of OPLC project and the traditional fiber and cable project, AHP and gray system evaluation are used to determine the weight and rank.
