Regional Differences in Tourism Eco-Efficiency in the Beijing-Tianjin-Hebei Region: Based on Data from 13 Cities SCIE SSCI

Abstract :

In order to balance the economic development and ecological impact of tourism, it is essential to study tourism eco-efficiency in the context of sustainable development. This study analyzed regional tourism eco-efficiency based on the panel data of the 13 cities of the Beijing-Tianjin-Hebei region using the super-SBM DEA model. Then, we analyzed the driving factors, compared regional differences, and investigated influencing factors of tourism eco-efficiency by applying the global Malmquist-Luenberger (GML) index, Theil index, and geographically and temporally weighted regression (GTWR) models. The results demonstrate the following: (1) The overall tourism eco-efficiency in the Beijing-Tianjin-Hebei region between 2010 and 2019 was low, but it had an increasing trend. (2) The advancement of technological progress factors was mostly responsible for the increase in tourist eco-efficiency. (3) The results for tourism eco-efficiency were significantly polarizing, but the gap among the 13 cities is gradually narrowing. Regional differences are the main contributors to differences in tourism eco-efficiency. (4) Per capita GDP, the proportion of tertiary industry in GDP, the number of patents granted, and the proportion of urban population in the total population were the main factors affecting tourism eco-efficiency. This study could serve as a model for similar countries and regions seeking to enhance tourism eco-efficiency and achieve the Sustainable Development Goals.

Evaluation of Government Performance in Haze Pollution Control and the Optimization Path in Beijing

Abstract :

In recent years, Beijing has been more often confronted with serious haze pollution, especially in autumn and winter. The People's Government of Beijing Municipality has adopted a package of measures to control the haze pollution with its best efforts. To objectively evaluate how effective these haze pollution control measures are from different perspectives and in an all-round way, it is necessary to adopt a scientific and reasonable approach. Based on the Balanced Scorecard (BSC) idea, we establish a system of indexes to evaluate the government performance of Beijing in haze pollution control from the four perspectives of development quality, public services, government management and development potential, and use a combination of analytic hierarchy process (AHP) and entropy weight method (EWM) to determine the index weights, and objectively evaluate Beijing's performance in haze pollution control from 2010 to 2016. The results show that the scores for the four perspectives are all on the rise, and since the implementation of the Air Pollution Prevention and Control Action Plan in 2013, the government's haze pollution control measures have achieved significant results, and made a much higher overall score. On that basis, we propose the optimized path for Beijing's haze pollution control, namely, accelerating the upgrading of development quality, improving the public services level, strengthening the government management, tapping the development potential of haze pollution control and increasing the linkage and cooperation between the governments of Beijing, Tianjin and Hebei.

Threshold effect of socio-economic factors influencing PM2.5 in Beijing-Tianjin-Hebei EI CSCD CSSCI PKU

Abstract :

The causes of frequent haze in Beijing-Tianjin-Hebei were truly complex, but the researches on the interrelation between haze and socio-economic factors were still lack of quantitative analysis. Considering that the interrelation under different regimes showed different change rules, the modified panel threshold regression model was applied to address different policy challenges. The results showed that the single threshold effect was significant while the added value of the tertiary industry or public transport was selected as the threshold variable. When the added value of the tertiary industry was less than the threshold value, the development of the secondary industry and the rising number of cars would increase PM2.5. Therefore, the expansion of the public transport would be an effective measure to ease the haze. When the added value of the tertiary industry exceeded the threshold value, the continued development of the secondary and the tertiary industry would reduce PM2.5, but the relief function achieved by expanding the public transport would be weakened slightly. Meanwhile the number of vehicles would become the primary factor influencing PM2.5. When the number of public transport was closer to its threshold value, the opportunity cost of PM2.5 reduction would be less and the increase of energy consumption would always increase PM2.5. As there were nonlinear relations between the haze and the socio-economic factors, the policy formulation of PM2.5-reduction should be combined with the threshold effect. © 2017, Editorial Board of China Environmental Science. Abstract :

At present, PM2.5 concentration in many provinces and cities in China are over the standard value, which is particularly serious in the regions with the leading level of economic development, such as Beijing-Tianjin-Hebei Region, Yangtze River Delta and Pearl River Delta. The sources of PM2.5 have attracted great attentions in all sectors of society. By analyzing the related literatures about different cities in different regions and combining with the latest source analysis results published by environmental protection administration, the PM2.5 source analysis in three key regions mentioned above is compared and discussed.The results show that among the three key areas, vehicle emission is the primary source of pollution in Beijing, Shanghai, Hangzhou, Guangzhou and Shenzhen. For second and third tier cities, PM2.5 sources are mainly coal-fired fly ash and dust pollution. Therefore, to reduce the pollution of PM2.5, reduction of the vehicle emission is the urgent task, which is also suggested to combine with the control of coal-fired fly ash and dust pollution. Finally, the further development directions of PM2.5 source analysis are proposed, which is expected to serve a reference for formulation of feasible policy measures to reduce the pollution of PM2.5. © 2017, China National Chemical Information Center. Abstract :

Low-carbon economy is a new development approach that is generated in the condition of the global climatic change and energy crises. Developing low-carbon economy and building low-carbon city are doable avenues on the premise of China's commitment to limit greenhouse gas emission. This paper studied the meaning of low-carbon development, constituted an overall merit index system and evaluation method, investigated an implemental approach of low-carbon, and proposed policy measures of developing low-carbon city.
