A Study on the Coupling Coordination of Urban Resilience and the Tourism Economy in the Beijing-Tianjin-Hebei Region SCIE SSCI

Abstract :

The high-quality economic growth of tourism is intimately related to a city's overall strength, and urban resilience is an important index to measure the comprehensive strength of a city. Therefore, determining how to enhance the construction of urban resilience, improve the quality of tourism development, and promote the coupling coordination of these two systems has attracted academic attention in recent years. Based on the panel data of 13 cities in the Beijing-Tianjin-Hebei region from 2010 to 2021, an entropy weight method, coupling coordination model, and obstacle degree model were used to analyze the coupling coordination degree, spatiotemporal evolution characteristics, and obstacle factors between urban resilience and the tourism economy. The results show the following: (1) Urban resilience and tourist economic development levels in the Beijing-Tianjin-Hebei region show an overall upward trend, and both of them show obvious spatial differences. (2) The coupling coordination degree of urban resilience and the tourism economy shows a trend of first rising and then declining in the temporal dimension, while it shows a spatial differentiation pattern of "high in the middle and low in the surrounding area" in the spatial dimension. (3) The obstacle degree structure of the coupling coordination of urban resilience and the tourism economy in the Beijing-Tianjin-Hebei region is relatively stable, with economic resilience as the leading obstacle in the urban resilience system and tourist economic development benefits as the leading obstacle in the tourism economy system. In the future, the Beijing-Tianjin-Hebei region needs to strengthen regional cooperation, enhance the driving role of central cities, continuously improve urban resilience, and promote the high-quality development of the tourism economy.

Regional Differences in Tourism Eco-Efficiency in the Beijing-Tianjin-Hebei Region: Based on Data from 13 Cities SCIE SSCI

Abstract :

In order to balance the economic development and ecological impact of tourism, it is essential to study tourism eco-efficiency in the context of sustainable development. This study analyzed regional tourism eco-efficiency based on the panel data of the 13 cities of the Beijing-Tianjin-Hebei region using the super-SBM DEA model. Then, we analyzed the driving factors, compared regional differences, and investigated influencing factors of tourism eco-efficiency by applying the global Malmquist-Luenberger (GML) index, Theil index, and geographically and temporally weighted regression (GTWR) models. The results demonstrate the following: (1) The overall tourism eco-efficiency in the Beijing-Tianjin-Hebei region between 2010 and 2019 was low, but it had an increasing trend. (2) The advancement of technological progress factors was mostly responsible for the increase in tourist eco-efficiency. (3) The results for tourism eco-efficiency were significantly polarizing, but the gap among the 13 cities is gradually narrowing. Regional differences are the main contributors to differences in tourism eco-efficiency. (4) Per capita GDP, the proportion of tertiary industry in GDP, the number of patents granted, and the proportion of urban population in the total population were the main factors affecting tourism eco-efficiency. This study could serve as a model for similar countries and regions seeking to enhance tourism eco-efficiency and achieve the Sustainable Development Goals.

Evaluation of Government Performance in Haze Pollution Control and the Optimization Path in Beijing

In recent years, Beijing has been more often confronted with serious haze pollution, especially in autumn and winter. The People's Government of Beijing Municipality has adopted a package of measures to control the haze pollution with its best efforts. To objectively evaluate how effective these haze pollution control measures are from different perspectives and in an all-round way, it is necessary to adopt a scientific and reasonable approach. Based on the Balanced Scorecard (BSC) idea, we establish a system of indexes to evaluate the government performance of Beijing in haze pollution control from the four perspectives of development quality, public services, government management and development potential, and use a combination of analytic hierarchy process (AHP) and entropy weight method (EWM) to determine the index weights, and objectively evaluate Beijing's performance in haze pollution control from 2010 to 2016. The results show that the scores for the four perspectives are all on the rise, and since the implementation of the Air Pollution Prevention and Control Action Plan in 2013, the government's haze pollution control measures have achieved significant results, and made a much higher overall score. On that basis, we propose the optimized path for Beijing's haze pollution control, namely, accelerating the upgrading of development quality, improving the public services level, strengthening the government management, tapping the development potential of haze pollution control and increasing the linkage and cooperation between the governments of Beijing, Tianjin and Hebei.

Abstract :

在分析北京市生态涵养区在生态补偿制度建设困境的基础上,本文将国内外区域生态系统价值评估模型相结合,运用修正的生态服务价值评估模型,对北京市生态涵养区2016年的生态服务价值进行了估算,并分析了2009—2016年生态服务价值的变动及其影响因素,从科学评估生态服务价值、完善生态补偿标准方法的制定、健全生态保护补偿制度、将绿色GDP纳入生态涵养区绩效考核指标评价体系几个方面探讨了完善生态补偿机制的政策措施.一方面更加直观地揭示了生态涵养区生态服务的重要经济价值,另一方面为建立更加科学的生态补偿机制提供了可参考的依据.

基于BP神经网络的北京市PM_(2.5)浓度预测

Abstract :

机器学习模型拟合效率高,能够克服多维度和高度非线性等问题,在大气污染物浓度预测中的应用非常广泛。为更好的反映北京市雾霾天气状况,本文采用高精度拟合的BP网络预测模型,建立了基于BP神经网络的雾霾预测模型。首先,建立影响雾霾因素之间的指标体系。其次,采用2018年11月全月天数的大气污染物数据作为训练样本,建立神经网络雾霾预测模型。最后,基于BP神经网络对12月全月天数的PM_(2.5)浓度进行预测。结果表明,在小样本数据下,该模型可以较准确的预测PM_(2.5)的浓度变化趋势,为有关部门对空气质量进行监测和预报提供参考。

北京市农村生活污水治理现状及对策研究

Abstract :

近年来,北京市农村污水处理建设发展较快,但部分农村生活污水处理仍存在诸多问题。本文通过梳理北京市农村生活污水现状并总结其特点,同时通过查阅相关资料对浙江省、湖南省、山东省的农村生活污水治理现状进行总结,与北京市农村生活污水处理现状进行对比进而发现北京市农村生活污水处理存在处理方式不适宜、排放要求不够合理和治理技术模式不到位等问题,由此提出了当地需加强调查研究和规划、差别化制定污水处理排放标准以及建立模块化治理技术体系的对策建议,希望对北京市农村生活污水治理有所帮助。

我国绿色金融创新发展路径探析

Abstract :

绿色金融代表未来的金融发展的新方向,也是不可逆转的新趋势。开展绿色金融对于促进产业转型升级、推动区域经济可持续发展、促进生态文明建设具有重要意义。近年来,中国绿色金融工具不断创新,绿色信贷、绿色债券、碳金融产品等都得到了迅速发展,但整体上仍处于探索阶段,理论创新相对滞后,还存在一系列问题。本文梳理我国绿色金融发展脉络,分析问题所在,借鉴比较国际经验,为我国绿色金融创新发展提出可行性的建议。

京津冀地区的大气污染治理现已进入攻坚阶段,总体呈现出以轻度污染为主、秋冬季重污染频袭为常态的特征.本文以减少重污染天数、提升空气质量优良天数占比为目的,通过梳理京津冀地区大气污染治理执法监督相关的法律法规,对比分析大气污染治理不同阶段的污染特征、污染来源,结合近年典型的重污染实例,探讨现阶段京津冀地区创新环境执法监督检查机制以及落实区域协同治理的具体举措.以深化、细化、实化区域协同、环境监督检查机制为主线,提出了落实五步法环保督察、全面推进背街小巷环境整治工作、稳固小散乱污企业监查整治结果等具体执行举措.
