Abstract ：
This paper aims to clarify the current status, hotspots, historical evolution and development trend of the research on funding and management of basic research in China. Firstly, 736 relevant papers indexed during 1992-2019 in the core journal database of China National Knowledge Infrastructure (CNKI) were analyzed in details. Using the information visualization software CiteSpaceV5.6.R3, the institutional cooperation co-occurrence map, author cooperation co-occurrence map, keyword co-occurrence map, and keyword timeline view maps were plotted through content mining. The results show that: the research institutions in the research field of basic research funding and management have formed three core cooperation networks, and the institutions in Beijing attract the most attention; most of the prolific and active authors choose teamwork over independent research; the research topics mainly fall into four aspects of basic research: input, subjects, results, and talents; the research hotspots are in line with policies and demands, and evolve through three stages: exploration and gradual progress, adjustment and development, and expansion and acceleration. The research results open up a new direction for relevant studies, and provide a reference for innovative parties to implement basic research. © 2021. All Rights Reserved.

Abstract ：
Lithium-ion batteries (LIBs) are an essential part for electric vehicles (EVs) and have experienced rapid growth with the strong demand for EVs. Concerns over the sustainable supply of EV-LIBs have been voiced, but only a few studies have investigated the international trade in EV-LIBs, which has a significant impact on EV production in the complicated and volatile international trade environment. To fill this gap, this study investigates the international EV-LIB trade from a dynamic perspective. First, the dynamic structural evolution of the EV-LIB trade from 2012 to 2019 is explored from three perspectives, i.e., backbone structure, geospatial characteristics and trade communities, by constructing a weighted and directed network. Second, the hidden systemic risks in the international EV-LIB trade are revealed by the proposed trade network risk transmission (TNRT) model in two supply shortage scenarios. The results show a heterogeneous structure in the backbone network, and the trade barycenter is transitioning from Asia to Europe. In addition, a 'robust-yet-fragile' characterization is revealed in the global EV-LIB trade network, and the hidden risks in leading EV-LIB exporter nodes and trade edges are uncovered. The findings will support authorities seeking effective strategies to manage the EV-LIB trade and build a more resilient trade system. © 2021

通过检索2002-2018年SCI、SSCI、CSCD和CSSCI收录的与科普相关的文献,选取72篇样本文献进行分析.在对科普概念进行总结的基础上,引入传播学"5W"模型,构建主体、客体、传播手段和途径、机制和模式、评估体系五要素研究框架,分析国内外关于科普的研究现状与趋势.期望通过系统全面分析为实现全民科学素质普遍提高、国家创新发展、科普工作和创新文化建设提供借鉴.

Abstract ：
The Fintech index has been more active in the stock market with the Fintech industry expanding. The prediction of the Fintech index is significant as it is capable of instructing investors to avoid risks and provide guidance for financial regulators. Traditional prediction methods adopt the deep neural network (DNN) or the combination of genetic algorithm (GA) and DNN mostly. However, heavy computational load is required by these algorithms. In this paper, we propose an integrated artificial intelligence-based algorithm, consisting of the random frog algorithm (RF), GA, and DNN, to predict the Fintech index. The proposed RF-GA-DNN prediction algorithm filters the key input variables and optimizes the hyperparameters of DNN. We compare the proposed RF-GA-DNN with the traditional GA-DNN in terms of convergence time and prediction accuracy. Results show that the convergence time of GA-DNN is up to 20 hours and its prediction accuracy is 97.4%. In comparison, the convergence time of our RF-GA-DNN is only about 1.5 hours and the prediction accuracy reaches 97.0%. These results demonstrate that the proposed RF-GA-DNN prediction algorithm significantly reduces the convergence time with the promise of competitive prediction accuracy. Thus, the proposed algorithm deserves to be widely recommended for predicting the Fintech index.

随着我国高校在人才培养、科学研究、社会服务、文化传承与创新、国际交流合作等方面职能的不断完善,科技成果转化成为高校开展科学研究和服务社会的重要体现,如何更好地促进高校科技成果转化成为我国高校科技体制改革的重点.技术转让作为高校科技成果转化的重要方式之一,对于直接将高校科技成果应用于现实经济社会发展起到了积极的作用.文章在收集整理近年来我国高校以技术转让方式转化的科技成果相关数据基础上,深入分析当前我国高校科技成果转移转化存在的深层次问题,从技术转移体系建设、政策法律制度支撑、校企合作以及科研投入风险分担等方面提出相关政策建议,从而促进高校科技成果更好转化,带动学校科研工作并促进经济社会发展,更好地发挥高校职能.

Abstract ：
产业政策研究对促进产业发展、指导国家产业政策的制定具有重要意义.全要素生产率作为经济增长的基本力量,是衡量产业发展质量的重要指标和制定政策的重要依据.因此,文章以2010-2017年我国科技服务业上市公司为样本,采用断点回归及固定效应模型,分析产业政策对企业全要素生产率的影响及作用机制.研究发现,实施效果上,产业政策对企业全要素生产率提升有正向促进作用,并具有显著的异质性,主要作用于民营企业及大规模企业.作用机制上,产业政策的实施促进政府加大补贴发放,并加剧了市场竞争程度,同时,产业政策可通过政府补贴和市场竞争影响企业全要素生产率,并且主要作用于民营企业和大规模企业.

Abstract ：
利用统计分析及文本挖掘方法,研究高校学生评教数据中的关联规则,给出非结构化评教文本情感值的测算方法,挖掘优质和劣势课程的评教文本语义特征,并以某高校374门课程的评教数据为例进行实证研究,得出:第一,公共基础必修课和通识类课程评分普遍较低,学生对课程的期望水平以及认知水平是影响评教的关键要素;第二,课程性质和评教人数对评教分数和评语的情感值有重要影响,小班授课和必修类课程相比大班授课和选修课更易获得较高评价;第三,对评教文本情感值较高和较低的课程进行文本内容挖掘,得出:教师教学方法和教学内容是评教文本的关键特征,其中:教师备课认真程度、课程互动水平、课程内容逻辑性以及灵活的教学方式是影响学生评教的关键因素.文章为高校探索小班授课、提高公共基础必修课教学水平、引导学生对通识类课程的正确认知、以学生需求为导向改善教学方法并规范教学内容等改革提供决策支持.

Abstract ：
随着我国经济结构进入加速调整阶段,高校作为科技成果研发的主要主体之一,在科技成果转化的过程中起到不可忽视的重要作用.基于此,在搜集2007～2017年我国28个省市的科技成果转化的面板数据的基础上,采用数据包络分析法以及回归分析法,对我国高校科技成果转化效率及其影响因素分别进行测度与分析.研究发现,我国高校科技成果转化效率整体不高,且各地区之间存在较大的差异.在影响我国高校科技成果转化效率的相关因素中,高校教师的价值追求、科技成果成熟度以及社会协作氛围等起到了举足轻重的作用.

Abstract ：
系统梳理企业知识产权人才建设影响因素的相关研究,通过企业内外部多维度视角,利用2016年北京168家高新技术企业的实地调研数据,运用结构方程模型,研究企业高层次知识产权人才建设的影响因素及其相互作用关系。研究结果显示:从路径系数看,人才素质对人才战略的影响最大;从作用效应看,企业规模、人才战略和人才素质对人才建设具有显著正向效应。在此基础上提出落实人才发展战略、解决顶层设计缺失,提升人才整体素质、夯实人才建设基础,优化行业制度、健全人才发展体系,以期破解企业知识产权人才建设困境,促进我国高层次知识产权人才队伍的建设。
