Abstract :
Due to the shortage of fossil energy, environmental pollution, climate change and a series of problems, China is developing photovoltaic (PV) energy and other clean sources of energy. The flexible application of photovoltaic energy makes is an ideal choice. First, this paper clearly describes the significance of the economic value of a PV + model, analyzes its composition of, and then builds the PV + economic value evaluation model. Finally, a PV + model from the agriculture and aquaculture industry is taken as an example to evaluate its economic value. Through data calculations, the feasibility of the PV + economic value evaluation model proposed in this paper is verified. The results show that the model can not only promote the development of photovoltaic energy, but also bring a spillover value to the decentralized economy. The contributions of this paper are as follows: (1) The existence of the spillover value of a PV + model is proposed for the first time. (2) The value of the distributed PV + model is revealed from its essential attributes and characteristics, and a method for the quantitative calculation of the spillover value is proposed. (3) Three cases of the spillover value for the economic value of the PV + model are proposed, and the relationship between the spillover value and local adoption of PV + model to absorb distributed PV is discussed.

Abstract :
Under the background that China will achieve the goal of carbon neutrality by 2060, analyzing the impact of carbon neutral target constraints on the welfare of urban and rural residents is an important part of the design of a carbon emission reduction policy mechanism, in this paper, the dynamic recursive CGE(Computable general equilibrium) model is used to simulate the changes in welfare level, income consumption, and CO2 emissions of residents and their urban-rural heterogeneity under the policy of imposing a carbon tax on the fossil energy industry from 2022 to 2060. The results show that: compared with the BAU scenario, by 2060, first the income and consumption of residents will decrease slightly. Second, the target constraint of carbon neutrality makes the equivalent variation and compensate variation of urban and rural residents' welfare decrease slightly, and the equivalent variation and compensate variation of urban residents decrease more than those of rural residents. The following conclusions are drawn: first, the carbon-neutral target constraint makes the welfare of urban and rural residents decline slightly, but it will not have a strong impact on residents' income and consumption. Second, this constraint has a greater impact on the income, consumption and savings of urban residents than those of rural residents.

Abstract :
The inter-regional ultra-high voltage (UHV) projects are crucial for power systems. Carbon emissions associated with the power sector cannot be ignored. In this paper, based on the panel data of 198 prefecture-level cities in China from 2009 to 2019, a multi-period difference-in-difference model is developed for the first time to examine the impact of UHV projects on carbon emissions. Empirical results show that UHV projects increase overall carbon emissions. This impact can also be achieved through the mechanisms of the scale of power generation and the level of economic development. Heterogeneity research demonstrates that the carbon emissions issue of UHV projects is more significant in cities with low levels of economic development and a large proportion of secondary industries. Extensibility research shows that UHV projects have a more significant impact on carbon emissions in power-sending cities than that in power-receiving cities. The more clean power the UHV transmission lines transmit, the less impact on carbon emissions. This study not only enhances our understanding about the impact of UHV projects on carbon emissions, but also provides inspiration for the low-carbon pathway transition.

Abstract :
It is imperative to use clean energy in order to achieve "carbon neutrality" and "carbon peaking". This research aims to explore the impact of the agricultural mechanization level, the rural infrastructure construction level, and the rural economic development level on the utilization of high-quality straw energy, and, resultingly, this study aims to help provide suggestions for promoting high-quality straw energy utilization, develop the potential of high-quality straw energy, and alleviate China's energy shortage problem. This paper develops a measurement model using the ridge regression model with panel fixed effects, which overcomes the multi-collinearity problem among the various factors influencing the utilization of high-quality energy from straw. Panel data from 24 provinces and cities, from 2009 to 2017, are used. The results show that the improvements of the agricultural mechanization level, the rural infrastructure construction level, and the rural economic development level all promote the use of high-quality straw energy. Moreover, the level of rural economic development plays a mediating role in the agricultural mechanization level and the rural infrastructure construction level pertaining to straw-based high-quality energy. Policy implications can be easy to derive based on our findings, and these include strengthening governmental investment in agricultural machinery in rural areas, paying more attention to areas with backward rural energy infrastructure construction, ensuring the steady improvement of economic development in rural areas, providing the necessary economic foundation for agricultural supply, and promoting the use of high-quality energy from straw.

Abstract :
Existing studies of financing efficiency concentrate on capital structure and a single external environment or internal management characteristic. Few of the studies include the internal and external financing environments at the same time for hydrogen energy industry financing efficiency. This paper used the data envelopment analysis (DEA) model and the Malmquist index to measure the financing efficiency of 70 hydrogen energy listed enterprises in China from 2014 to 2020 from both static and dynamic perspectives. Then, a tobit model was constructed to explore the influence of external environment and internal factors on the financing efficiency. The contributions of this paper are studying the internal and external financing environments, and integrating financing cost efficiency and capital allocation efficiency into the financing efficiency of hydrogen energy enterprises. The results show that, firstly, the financing efficiency of China's hydrogen energy listed enterprises showed an upward trend during the years 2014-2020. Secondly, China's hydrogen energy enterprises mainly gather in the eastern coastal areas, and their financing efficiency is more than that in western areas. Thirdly, the regional economic development level, enterprise scale, financing structure, capital utilization efficiency and profitability have significant effects on the financing efficiency. These results can promote the achievement of "carbon neutrality" in China.

Abstract :
The low-carbon transformation of the power industry is of great significance to realize the carbon peak in advance. However, almost a third of China's CO2 emissions came from the power sector in 2019. This paper aimed to identify the key drivers of CO2 emissions in China's power industry with the consideration of spatial autocorrelation. The spatial Durbin model and relative importance analysis were combined based on Chinese provincial data from 2003 to 2019. This combination demonstrated that GDP, the power supply structure and energy intensity are the key drivers of CO2 emissions in China's power industry. The self-supply ratio of electricity and the spatial spillover effect have a slight effect on increasing CO2 emissions. The energy demand structure and CO2 emission intensity of thermal power have a positive effect, although it is the lowest. Second, the positive impact of GDP on CO2 emissions is decreasing, but that of the power supply structure and energy intensity is increasing. Third, the energy demand of the industrial and residential sectors has a greater impact on CO2 emissions than that of construction and transportation. For achieving the CO2 emission peak in advance, governments should give priority to developing renewable power and regional electricity trade rather than upgrading thermal power generation. They should also focus on promoting energy-saving technology, especially tapping the energy-saving potential of the industry and resident sectors.

Abstract :
As sustainable development becomes an important goal for all industries, the study of closed-loop supply chains has gradually become a priority. Most of the previous studies on closed-loop supply chains are based on simple and single market conditions, which cannot analyze the real situation well. In this paper, two common behavioral preferences in the market, overconfidence and competitive preference, are incorporated into the study of closed-loop supply chains to investigate how the overconfidence of retailers and the competitive preference of manufacturers jointly affect the decisions and interests of both parties in closed-loop supply chains under different dominant models. It is concluded that in terms of pricing, while the wholesale price increases in the competitive preference, the reselling price in fact decreases when the retailer's overconfidence level is of a middle level; in terms of recycling, the pursuit of high profits by monopolistic manufacturers is not conducive to recycling quantity in the secondary supply chain with recycling; in terms of profits, in a manufacturer-led model, the profits of all sides in the closed-loop supply chain, including the manufacturer itself, sometimes diminish as the manufacturer's competitive preference behavior becomes more intense.

Abstract :
A low-carbon energy policy is an effective measure for promoting the development of renewable energy(RE). China has introduced renewable portfolio standards(RPS) and voluntary subscription for tradable green certif-icates(TGCs), but the market response is not significant. China's electricity trading functions at provincial-level regions, and there are differences in resources between the provinces. New policies need to consider the char-acteristics of each province to reduce market implementation risk for introduction and implementation. Therefore, based on the provincial characteristics of energy resource endowment in China, we construct a system dynamics(SD) model of the coupling of the RE market, consumption above quota(CAQ), and TGC market based on the structure of the sending-end grid(SG) and receiving-end grid(RG). Three types of TGC models were designed based on the scope of the TGC market. Finally, the impact of policy parameters such as the RPS target, inter-provincial transmission capacity, TGC validity period, and technology cost on the development of RE in-dustries in both SG and RG was analyzed. The results show that the TGC market to be developed independently in various provinces in the initial stage and later expanded into a unified market. Increased RPS requirements, increased inter-provincial transmission capacity, and lower RE costs can enhance policy implementation.

Abstract :
Under China's current Renewable Portfolio Standards (RPS) policy system, the provincial power grid is the assessment subject, and then the assessment is conducted on the user side. However, in the centralized clearing power market, renewable energy (RE) consumption on the user side cannot be accurately identified, so accurate value transmission cannot be formed to guide users to optimize their electricity consumption behavior. To improve this problem, this paper identifies the irreplaceable role of users in RE consumption through time series simulation. We construct a three-layer RPS assessment value transmission model of "power grid company - retailers - users" based on the identified unique contributions of each user. The equilibrium state of multi-market participants is obtained based on the decentralized training framework of reinforcement learning. The following conclusions are drawn through simulation analysis:(1) the user-side RE contribution identification method can effectively identify the user's contribution to RE consumption, which can reduce about 8% or increase about 7.48% of RPS cost allocation according to different contribution degrees; (2) the RPS value allocation mode can optimize users' power consumption behavior, achieve peak shaving and valley filling, promote RE consumption, and reduce about 0.6% of the abandoned wind power; (3) Under the RPS system, the effect of improving the response-ability of the user-side is better than increasing the RPS target and the peak shaving capacity.

Abstract :
In the context of the carbon neutrality target, carbon reduction in the daily operation of the transportation system is more important than that in productive activities. There are few travel services that can quantify low-carbon travel, with a lack of effective low-carbon travel tools to guide transportation behavior. On-demand access to taxi services can effectively reduce the additional carbon emissions caused by cruising, which in turn increases efficiency in urban mobility with a reduced taxi fleet scale. For individual taxis, they lack macroscopic horizon in their choice of passenger pickup paths. The selected travel path based on personal operational experience or real-time location is limited by local optimization when making path decisions. In this work, we proposed a macro-path recommendation method to assist the taxi pickup path selection to accelerate the transformation of the taxi system towards low-carbon sharing. First, an adaptive learning spatiotemporal neural network was used to predict the coarse-grained distribution of potential trips. Next, the trajectory sharing graph was constructed based on the potential trips distribution to reallocate the taxi orders for the continuous pickup path optimization. As a result, the continuous pickup path balanced the relation between travel demands and taxi supply, improving the economic and environmental benefits of taxi operation and contributing to the goal of carbon neutrality. We conducted experiments on the Chengdu city ride-hailing dataset. Compared with the current status of taxi operations, the solution shows improvements in both the scale of taxi services and order gain.
