＜正＞近年来,伴随着＂服务型政府＂理念逐渐深入人心,政府更加重视社会服务对改善和提高广大人民群众,尤其是特殊群体的福祉所起的作用。于是,由政府通过财政或其他政府基金购买社会组织乃至市场企业的服务,然后提供给特殊群体和普通居民的社会福利新模式应运而生并快速发展起来。
