Abstract：
旱情的频发,给民众生产生活带来了严重影响.同时,也暴露出我国农田水利基础设施建设的积弊.我国应以此为警钟,加快农田水利设施投资建设与管理,改革农业灌溉用水水价,推广节水灌溉设备和技术,提高农田有效灌溉面积和灌溉用水有效利用系数,保障粮食安全,并节约水资源,缓解我国水资源短缺的紧张局面.
