石景山区的生态赤字、产业真空和就业形势又会制约着＂中国能源港＂战略的推进.秩序渐进,逐步将＂中国绿能港＂引向纵深成为石景山区的可行选择.石景山区可以从树立绿色经济理念为开端,继而建设技术研发中心以提供技术支撑,打造技术服务平台以促进技术交流,开发人才合作通道以广纳贤才.
