依据霍兰的复杂适应系统理论,运用刺激-反应模型和回声模型对集群创新网络形成的动力、合作机制进行了深入地阐释.在剖析集群创新网络形成的特征、影响因素以及合作条件的基础上,提出了4条促进集群创新网络快速发展的政策建议.
