Abstract：
17年来的中国地方艾滋病立法取得了一定成绩,但也存在许多问题与不足,究其原因,主要是文化禁忌、认识偏差、体制滞后等因素造成的。要及时转变观念,正视现实,先易后难,逐步建立与完善地方艾滋病立法体系。
