Smarter　City　is　the　new　concept　and　practice　on　urban　development　which　is　widely　deployed　in　the　world,　and　will　inevitably　have　an　impact　on　urban　planning　which　is　the　public　policy　controlling　the　land　and　space　resources,　and　will　have　the　requirements　of　urban　planning　to　make　a　corresponding　change　in　line　with　the　Smarter　City.　Through　the　elaboration　of　Smarter　City＇s　connotations,　backgrounds,　problems　existed　and　its　significance　in　urban　planning,　the　comparison　on　relationships　between　urban　planning　and　Smarter　City,　innovations　in　urban　planning　of　Smarter　City　and　applications　of　information　technology　in　urban　planning　are　focused,　especially　the　perspectives　of　the　concept　and　practice　as　two　focuses　on　innovations,　in　order　to　break　through　the　limitations　of　traditional　urban　planning,　so　as　to　make　the　urban　planning　come　true　in　a　smarter　way.
