Abstract:
In this Paper, I attempted to promote the two-party game to tripartite game in studying emergency crisis management during large-scale activities, which focused on behavioral characteristics of venue management departments, fire departments and involved people. Then, moral hazard issues got in-depth analysis in the model, thus I proposed several proposals how to reduce negative impact of moral hazard and improve the efficiency of crisis management feasibility. Finally, I introduced punishment variable to reflect what would happened to the efficiency of crisis management in order to provide theoretical basis for designing reward and punishment mechanism.
