Abstract：
图象通信已经取得了长足的进步，出现了图象编码的国际标准ＪＰＥＧ。但宽带ＡＴＭ网络的发展，又给图象编码提出了新的问题。本文根据ＡＴＭ网络的特点，基于人眼视觉特性，提出分层编码方案。它既能兼容于现有的ＪＰＥＧ标准，又能适用于ＡＴＭ网络中。
