During　the　past　few　years,　different　kinds　of　public　health　and　social　safety　incidents　have　frequently　occurred.　Emergency　Management　mechanism　and　system　have　become　one　of　the　most　importances.　In　this　paper,　key　problem　of　City　Emergency　Response　Platform　is　discussed,　this　paper　propose　an　architecture　and　framework　model　of　City　Emergency　Response　Platform,　research　result　show　this　architecture　is　flexible,　reliable　and　extendable.
