At　the　present　time,　frequent　outbreak　of　the　crises　in　the　ecological　environment　in　china　not　only　constituted　a　major　threat　to　China＇s　economic　development　and　further　improvement　on　people＇s　livelihood,　but　also　impacted　on　global　ecological　environment　to　some　extent.　For　this　reason,　＂Promoting　ecological　civilization＂　and　achieving　harmonious　development　between　human　and　nature　becomes　a　mainstream　model　of　social　development　in　21st　century.　The　article　first　discussed　the　meanings　of　ecological　civilization,　then　put　forward　the　characteristics　of　the　government＇s　environmental　management　performance　evaluation　index　based　on　the　conception　of　ecological　civilization,　in　addition,　the　author　tried　to　set　up　index　system　to　evaluate　government　environmental　management　performance.　Finally,　according　to　evaluation　index　and　evaluation　model,　this　paper　made　a　positive　study　in　east　region　in　China,　and　gave　an　evaluation　of　the　government＇s　environmental　management　performance.
