Abstract：
我国高校专利当前呈现出典型的“四高四低”问题。在专利价值分类的基础上构建科学的分级分类管理模式，对于提升专利质量、优化资源配置、对专利实施全生命周期动态化管理、提升高校专利运营效率、促进专利转移转化、实现创新驱动发展，具有十分重要的意义。
