Based on the panel data of carbon emissions in 30 regions of China from 2007 to 2018,spatial Dubin econometric models are used to empirically analyze the key factors affecting China 's carbon emissions and impact mechanism, focusing on government environmental regulations and service industries agglomeration including hidden economy. The results show that there is a significant space spillover effect of carbon emissions, which is manifested as the mutual influence of the local and surrounding areas. Environmental regulation reduces the level of carbon emissions through administrative measures, but due to the existence of hidden economic negative effects, the interaction has a promoting effect on carbon emissions; service industry agglomeration has certain carbon emission reduction effect, but only the agglomeration of producer services can significantly suppress carbon emissions, consumer services and public services increase carbon emissions. © 2020 ACM.
