Abstract:
Urban comprehensive disaster prevention and mitigation capability can be measured not only a city in the face of disaster resilience and recovery capability, but also is an important basis for supporting urban safety and mitigation decision-making. Firstly, Evaluation index system for urban comprehensive disaster prevention and mitigation capability was presented in terms of urban disaster hazard, disaster vulnerability and disaster-carrying capability. Meanwhile, the grading standards of evaluation index were also given. Secondly, the practical probability method was proposed to evaluate the levels of urban comprehensive disaster prevention and mitigation capability based on probability theory. Finally, examples were provided to validate and prove its efficiency and feasibility.
