Earthquake has serious destructive and catastrophic impact on people's life. The most important thing after earthquake is to rescue and evacuate people to a safe place as soon as possible. Time means return of life in emergency rescue after earthquake. The critical question is how to choose shelters to ensure that overall evacuation time is the shortest. In order to make the most of a suitable evacuation plan, eight assessment indexes are proposed to quantitatively evaluate level of service of Earthquake Emergency Shelter (EES) using Analytic Hierarchy Process (AHP). Then a model for EES choice based on constrained optimization theory is provided. Its objective is to ensure that the total evacuation time is the shortest. At the same time the model comprehensively considers the choice of evacuation route. © 2011 ASCE.
