Abstract:

Research purposes: As information technology matures, cooperative control of information technology service has become the new hot spot in the field of railway corporate governance. From the perspective of expansion of the railway infrastructure construction and of improvement railway services value chain, this paper aims to propose the information technology services cooperative control framework which fits the characteristics of the railway enterprise in order to provide a reference for establishing a new information service governance structure. Research conclusions: (1)Build the railway enterprise IT services architecture committee to plan, guide and supervise the project of IT services in railway enterprise. (2) Use the SLA to prevent opportunistic behavior contract in the cooperative control of IT services in railway enterprise. (3) Introduce the COBIT for different priority levels of target location in the cooperative control of IT services in railway enterprise. (4) Implement services worth tracking mechanisms encourage stakeholders in the cooperative control of IT services in railway enterprise. (5) Make enterprise IT services transparent and effective in decision-making and reduce risk by using IT services cooperative control technology framework. © 2015, Editorial Department of Journal of Railway Engineering Society.
