抗日战争时期,国民政府通过确立“战时需作平时看”的教育方针,分别从教育方针、课程与教材、师资队伍、招生考试等方面,严格高等学校课程设置和大学用书管理,加强高校教师队伍建设,改革高校招生考试和毕业考试制度,建立起了一套比较完整的质量保障体系,有效地维持了战时高等教育质量.
