Abstract：
首都经济的快速增长的同时,环境资源不断消耗,节能减排也面临着日益严峻的挑战.本文在分析现阶段首都实施的节能减排政策及目标的基础上,对2001 ～ 2013年北京市节能减排现状进行评价.运用灰色系统预测模型GM(1,1)对2015 ～2020年北京市单位GDP能耗和单位GDP碳排放量进行预测,计算出北京市节能减排的潜力.最后分析由于实施节能减排政策对节能减排潜力造成的影响,并对北京市节能减排提供相关的政策建议.
