激励作为公安队伍管理的长效机制,在实现公安机关人力资源的优化配置、增强公安干警的积极性和竞争意识、实现在有限的警力资源状态下的功效最大化,意义重大.如何制定科学合理的激励机制一直是现代公安队伍建设中的重要课题,禹州市公安局“以人为本”,探索警察激励机制改革,取得了良好成效.
