能源短缺与环境污染是中国在经济高速发展过程中面临的难题,在科学发展观、可持续发展理论的指导下,中国出台了一系列的政策以达到节能减排的目的.在当前的节能减排形势下,能否达成＂十一五＂规划所提出的节能减排目标?在今后相当长的一段时期内,节能减排政策又该如何助力中国经济的可持续发展?
