This　paper　aiming　at　the　current　situation　of　the　limited　of　resources　and　environmental　carrying　capacity,　basing　on　the　concept　of　ecology,　proposes　to　create　operating　model　of　building　ecological　industrial　park.　Using　input　and　output　method,　basing　on　the　corresponding　evaluation　index　system　on　the　network　chain　stability,　the　using　association　of　internal　product　and　the　operating　quality　of　ecological　industrial　park　built　does　the　empirical　analysis.
