Abstract:
Dynamic characteristic is one of the role characteristics in strategic emerging industries. There is much more qualitative evaluation than quantitative description of dynamic characteristics in strategic emerging industries. In this paper, we set up the evaluation indicators and standards of dynamic characteristics from two aspects which are the characteristics of leading edge of technology and industrial growth. Among them, leading edge of technology is evaluated quantitatively from two aspects which are identification of leading technology and R&D funds. Also, industrial growth is evaluated quantitatively in two aspects which are economic volume expansion and industrial quality improvement. At last, we set up the minimum limit of the evaluation standards which are the ratio of scientific papers to patents, the increase rate of R&D funds, the increase rate of output value, the increase rate of ratio of industrial added value to GDP, the increase rate of patent applications and the increase rate of sales revenue of new products. © 2012 IEEE.
