The　GPS/GIS　based　Floating　Car　Data　(FCD)　collection　technology　provides　new　solution　for　the　urban　traffic　management.　This　paper　reviewed　the　applications　of　the　FCD　in　the　field　of　traveler　information　service　and　road　network　evaluation,　and　proposed　the　Three　Stages　Applications　(TSA)　of　FCD.　The　article　elaborated　the　third　stage　application　which　aims　at　the　urban　macroscopic　traffic　character　analysis,　and　proposed　the　analysis　flow　chart　based　on　historical　traffic　condition　data.　Then,　as　a　case　study,　the　data　collected　in　Beijing　during　the　whole　year　of　2006　was　used　in　the　study.　Finally,　the　paper　presents　the　analysis　results　of　the　space　and　time　distribution　characteristic　of　travel　speed　as　well　as　the　mileage　usage　proportion　of　various　class　roads.
