Abstract:

A method to select a suitable operation mode of PPP projects of public parking lots was provided. The characteristics and application scope of PPP modes were analyzed. Based on the characteristics of public parking lots, the influence factors and mechanism of PPP operation mode selection were obtained. A decision-making index of PPP operation mode selection was established, and operation mode selection model based on AHP was prompted. An example was given using the data from an old residential area in Beijing. The results suggested that parking characteristics, internal rate of return, and charging probability are the most important influencing factors, which scored 0.6267, 0.5434, and 0.2391, respectively. The score of BOO mode is 0.2534, which is the highest one among various types of PPP modes. It can be concluded that the most suitable PPP operation mode adopted in public parking lots in residential areas should be BOO mode. The study can provide technical support for operation mode selection of PPP projects of public parking lots. © 2018 American Society of Civil Engineers.
